To provide more access to Milwaukie’s Planning Commission and the work it does for the community, the City will now air the Commission meetings live on government channel 30 and online through the City’s website, http://www.ci.milwaukie.or.us/meetings.
The Nov. 8, 2011 meeting will be the first to be broadcast live online. Meeting videos will be archived on the City website in a manner similar to City Council meetings. Planning Commission meetings are held at City Hall, 10722, SE Main St., and begin at 6:30 p.m.
The Planning Commission, consisting of seven members, makes land use decisions and advises the City Council on matters of planning and zoning. The Commission is made up of seven members appointed to four-year terms. Planning Director Katie Mangle hopes that broadcasting the meetings will allow more people to be aware of land use and development decisions, as well as ongoing community planning projects. Some of the Commission’s current projects include reviewing the Light Rail bridge over Kellogg Creek, and overhauling the City’s design and development standards for infill development.
On Nov. 8, 2011 the Planning Commission will hold a public hearing on two Light Rail related topics: TriMet’s land use applications for the Kellogg Light Rail Bridge and land use application for modifications to the Trolley Trail. The Planning Commission will review the proposal, take public testimony, and make a decision on the proposal at this meeting.

Kellogg Bridge:
TriMet is proposing to build a light rail bridge over Kellogg Lake and McLoughlin Blvd (Hwy 99E) in the existing freight rail corridor as part of the Portland Milwaukie Light Rail project. The proposed bridge contains a number of elements consistent with its purpose of carrying light rail trains (e.g. catenary poles and safety railings) and mitigating community impacts (e.g. sound walls). The proposed bridge materials consist primarily of weathering steel and concrete. The proposal is subject to Design Review, Willamette Greenway Review, Water Quality Resource Review, Habitat Conservation Area Review, and Community Service Review due to its location in the downtown area, proximity to the Willamette River, and natural resource impacts. TriMet is proposing to use a portion of Kronberg Park for temporary construction staging. TriMet is also proposing a design for a future pedestrian bridge over Kellogg Lake underneath the light rail bridge.
Trolley Trail:
TriMet is proposing to modify the Trolley Trail design between River Rd and Park Ave as part of the Portland Milwaukie Light Rail project. The trail was previously approved by the City in 2009 as a Community Service Use. The proposal involves shifting the trail to the west in order to allow room for light rail between the trail and McLoughlin Blvd. The proposal also involves the addition of retaining walls, plantings, and lighting. The proposal is subject to Modification of an Existing Approval and Water Quality Resource Review, due to its proximity to a small unnamed creek.
