Winter Average Changes in Effect for New
Utility Billings
Milwaukie utility customers are seeing some changes in their bills - here's why.
Every year the city calculates customers' sewer rates based on the average
amount of water each customer used the previous winter. (For Cycle 1 customers
December and February billings are used, for Cycle 2 customers January and March
billings are used.)
The new winter averages have been calculated and are now being applied to this
Fiscal Year's utility bills. Winter water averages are used because they are
typically lower than other usage through out the year.
