Welcome to the Finance Department web page of the City of Milwaukie. Our mission in Finance is to ensure the fiscal integrity of the financial operations of the City. About Casey
Prior to serving the cities of Milwaukie and West Linn, Mrs. Camors was employed with Talbot, Korvola and Warwick, LLP (TKW), as a Senior Auditor. Prior to joining TKW, Mrs. Camors spent four years with Isler Medford, LLC, ultimately being promoted to a Senior Auditor position. She received her Bachelor of Science degree in Business Administration with focus in Accounting from Oregon State University in 2003. She obtained her Oregon CPA designation in 2006 and was admitted to the Municipal Auditors Roster in 2007. To reach Casey directly, email her at camorsc@ci.milwaukie.or.us.

Mrs. Camors is an active member of the following professional finance organizations: AICPA, OSCPA, GFOA, OMFOA, and IMA. She is currently pursuing two additional professional certifications, Certified Public Finance Officer (CPFO) through the Governmental Finance Officers Association and the Certified Management Accountant (CMA) through the Institute of Management Accountants.

Certified Public Finance Officer
The Certified Public Finance Officers Program of the Government Finance Officers Association of the United States and Canada (GFOA) is a broad educational self-study program designed to verify knowledge in the disciplines of government finance. To earn the designation of CPFO, candidates must pass a series of five examinations covering the major disciplines of public finance. A candidate has seven years in which to successfully complete the program. Once earned, the CPFO designation is maintained by participating in 30 hours of continuing professional education each year.

Certified Management Accountant
Achieving the Certified Management Accountant (CMA) credential demonstrates your mastery of financial planning, analysis, control, decision support, and professional ethics. These skills are critical to the success of finance teams working within organizations—this focus distinguishes the CMA from other certifications and degrees.

About Richard
Prior to serving the cities of Milwaukie and West Linn, Richard Seals was the Finance Director of City of Lake Oswego. He received undergraduate degrees in Accounting and Information Systems Management as well as a Masters in Business Administration from California State University Hayward (now East Bay). After completing his graduate program in 1986, Mr. Seals accepted employment with the then big-eight international accounting firm, PriceWaterhouse. He obtained his California CPA designation in 1989 and his Oregon CPA designation in 1990.

Richard keeps current on four professional licenses: Certified Public Accountant, Certified Management Accountant, Certified in Financial Management, and Certified Fraud Examiner. He is an active member of the following professional finance organizations: AICPA, OSCPA, GFOA, OMFOA, IMA, and ACFE. Richard is also one of the citizen members on Clackamas County's Audit Committee.
